System Cleaner and Optimizer removes invalid files using any one of these three modes you specify in the options.

Permanent Direct Delete of Files

This is the permanent method of removal files. Files removed in this manner should be inspected carefully because it will be extremely difficult to undelete them once this type of removal is performed. Use this method only if you are sure the files in question are absolutely no longer needed.

Move Files to Recycle Bin

This is the safest and recommended method of removal of files. When removal is performed this way files are moved to Recycle Bin. Files remember there information such as there original store location and there last access date and time. Thus you can always recover the files from the Recycle Bin. But remember, files still occupy a space on your hard disk and it could only be freed unless you empty Recycle Bin.

Moving to a Specified Folder

Sometimes, rather than deleting files it is useful to separate and move them into a specific folder for later study. Files removed in this way do not remember there original store location or there data and time. Some times they have to be renamed, if a file with same name exists in the Move to Folder.
